 영자신문을 보다가 무슨 내용인지 해석이 안되네요. 볼수록 더 헷갈리는거 같아서요

 미국이 <5개국의 냉연각 철강>에 대해서는 반덤핑관세를 면제하겠다고 발표를 했는데요

Lawyers representin both sides in the case said they expected the commission also to reject anti-dumping duties <<< when it ruled >>> later this year on cold-rolled flat steel imports from 15 other countries.

양당의 법률대표들은 그건에 대해 그들이 반덤핑관세를 반대하는 지시를 예상한다. ???
when it ruled  는 어떻게 해석이 되는 겁니까?    --- 건강하십시오...
